+          Μεταξύ <strong>των διαβουλευτικών εργαλείων</strong> περιλαμβάνει τομείς για τη συλλογή και διαβούλευσης των προτάσεων και πρωτοβουλιών,
+          και ένα σύστημα ψηφοφορίας με στόχο την εκλογή των υποψηφίων. Η πλατφόρμα επιτρέπει επίσης να δημιουργήσετε ομάδες με κανονισμούς πρόσβασης και προσαρμόσιμη δικαιώματα.

+          Είναι δυνατόν να προγραμματίσετε γεγονότα που αφορούν συναντήσεις, ψηφοφορίες, εκλογές υποψηφίων μέσα σε ομάδες ή σε ανοιχτό χώρο.

+        title: Πρόταση και εργαλείο διαβούλευσης

+          <p> Ο πυρήνας του λογισμικού εστιάζεται στο <strong> διαβουλευτικό εργαλείο </strong> το οποίο σας επιτρέπει να συμμετάσχετε στη σύνταξη της πρότασης, για να θέσετε ένα κοινό στόχο,
+          να συμβάλλετε στην αναζήτηση εναλλακτικών λύσεων και να φέρετε σε ψηφοφορία το αποτέλεσμα αυτής της εργασίας, έτσι ώστε η πρόταση να λάβει την πιο
+          δυνατή συναίνεση και η καλύτερη και η πιο κοινή λύση να μπορεί να αναδυθεί. </p>
+          <p> Η διαδικασία περιλαμβάνει 3 βήματα: </p>
+          <ul>
+          <li> <strong> Ο συγγραφέας δημιουργεί η πρόταση </strong> μετά από έναν οδηγό, το οποίο το σύστημα το δημοσιεύει το κείμενο στον τομέα <strong> "Σε συζήτηση" </strong>.
+          Κατά την περίοδο αυτή η πρόταση μπορεί να τροποποιηθεί από τους συντάκτες με βάση δεδομένου τις αξιολογήσεις και τις συνεισφορές που προστέθηκαν από άλλους χρήστες. </li>
+          <li> Όταν επιτευχθεί η <strong> απαρτία διαβούλευσης </strong> η πρόταση πηγαίνει στο τμήμα <strong> "Ψηφοφορία" </strong> που κατά τη διάρκεια αυτής της περιόδου
+          το κείμενο της πρότασης δεν μπορεί να αλλάξει, ο εκδότης επιλέγει μια <strong> εκδήλωση ψήφου </strong> (περίοδος ψηφοφορίας)
+          μεταξύ εκείνων που έχουν ήδη προγραμματιστεί ή να δημιουργήσετε μια νέα, χρησιμοποιώντας το ημερολόγιο. <br>

+          σύμφωνα με τη συναίνεση που επιτεύχθηκε από ατομικές συνεισφορές.
+          Η περιοχή συζήτησης είναι δύο επιπέδων με εσοχή, η πρώτη σχεδιασμένη για τη συλλογή συνεισφορών, η δεύτερη με προσωπικές εκτιμήσεις για την τελευταία.
+          Το πρώτο επίπεδο υλοποιεί ένα μηχανισμό για να αυξήσετε την ωριμότητα της πρότασης <strong> ενσωματώνοντας σε αυτήν τις πιο αγαπημένες συνεισφορές </strong>. </p>
+          <p> Η <strong> απαρτία </strong>, είναι απαραίτητη για να προωθηθεί μια πρόταση στη φάση της ψηφοφορίας, αποτελείται από τρεις διαφορετικές παραμέτρους: </p>

+          <li> <strong> Συμμετέχοντες </strong>: αριθμός των ατόμων που συμμετέχουν στη συζήτηση;
+          </li>
+          <li> <strong> Χρόνος Συζήτησης </strong>: χρονική περίοδος κατά την οποία η πρόταση παραμένει στο στάδιο της διαβούλευσης (ξεκινώντας από την υποβολή του);
+          </li>
+          <li> <strong> Ωριμότητα </strong>: το ποσοστό των συμμετεχόντων που ισχυρίζονται ότι η πρόταση είναι έτοιμη να ψηφιστεί;
+          </li>
+          </ul>
+          <p> Η αξιολόγηση της «<strong> ωριμότητας </strong>» της πρότασης είναι μια επίσημη πράξη των μελών της κοινότητας
+          (γίνεται κατά την περίοδο συζήτησης), μέσω της οποίας εκφράζουν την <strong> καταλληλότητα </strong> από το κείμενο της πρότασης για <strong> την επόμενη φάση της ψηφοφορίας </strong>. </p>
+          <p> Υπάρχουν <strong> διαφορετικούς τύποι απαρτίας </strong>: Ανάλογα με την πολυπλοκότητα του θέματος, τις παραμέτρους (συμμετοχή, το χρόνο και την ωριμότητα) ποικίλλουν.
+          Για τις προτάσεις εντός της απαρτίας του ανοικτού χώρου ορίζονται από το διαχειριστή του συστήματος, ενώ η <strong> απαρτία των προτάσεων που δημοσιεύθηκαν στο εσωτερικό των ομάδων μπορεί να τροποποιηθούν ελεύθερα από τους διαχειριστές των ομάδων </strong>.

+          <p> Οι προτάσεις είναι <strong> οργανωμένες </strong>, <strong> ταξινομημένες </strong> και <strong> αναζητήσιμες </strong> με διάφορους τρόπους: </p>

+          <li> ανάλογα με <strong> την θέση τους </strong> ("Σε διαβούλευση," "ψηφοφορία", "Ψηφίστηκαν", "Εγκαταλείφθηκαν") </li>
+          <li> σύμφωνα με προκαθορισμένες <strong> κατηγορίες </strong> ("Εργασία", "Υγεία", "Εκπαίδευση", κλπ.) </li>
+          <li> ανάλογα με τον  <strong> Τύπο </strong> της πρότασης: πρότυπο, ρύθμιση, εκτίμηση, δήλωση, τεχνική απόφαση, κλπ ... </li>
+          <li> χρησιμοποιώντας τις <strong> δωρεάν ετικέτες </strong> που μπορούν να εισαχθούν στο κείμενο της πρότασης. </li>
+          </ul>

+        title: Μέθοδο ψηφοφορίας Schulze και άμεση δημοκρατία

+          <p> Όταν η περίοδος του χρόνου έχει οριστεί για τη διαβούλευση να τελειώνει και ένας επαρκής αριθμός των ατόμων που συμφωνούν με την ωριμότητα της πρότασης (οι όροι αυτοί ποικίλουν ανάλογα με την απαρτία της διαβούλευσης), η πρόταση να πάει στη <strong> φάση της ψηφοφορίας </strong>. </p>
+          <p> Σε αυτό το σημείο η πρόταση είναι <strong> κατεψυγμένη </strong> και ο συντάκτης πρέπει να <strong> επιλέξει ένα χρονικό πλαίσιο </strong> στο οποίο η ομάδα θα είναι σε θέση να ψηφίσει την πρόταση.
+          Η εκδήλωση της «ψηφοφορίας» καταγράφεται στο ημερολόγιο της ομάδας και είναι <strong> κοινοποιήσιμη </strong> σε όλα τα μέλη της ομάδας. </p>
+          <p> Κατά τη στιγμή της ψηφοφορίας νέα κοινοποίηση αποστέλλεται στην οποία εμφανίζεται η πρόταση που πρέπει να ψηφιστεί και την σελίδα στην οποία εμφανίζεται η ψηφοφορία. Σε αυτό το σημείο ο κάθε συμμετέχοντας, αφού διαβάσει την πρόταση και τη λίστα των πιθανών λύσεων, μπορούν να υποβάλει την προτίμησή του <strong> κατατάσσοντας </strong> αυτές τις λύσεις από πια του άρεσε περισσότερο σε λιγότερο και επιτρέποντας έτσι την επεξεργασία της <a href = "http://it.wikipedia.org/wiki/Metodo_Schulze" target = "blank"> μέθοδος του Schulze </a> για να μάθετε τη λύση προτιμώμενου από την ομάδα. </p>

+            the text of the proposal cannot be changed, the editor chooses a <strong>vote event</strong> (voting period)
+            among those already planned or can create a new one using the calendar.<br>
+            All eligible users (according to the rules established by the group) can <strong>vote</strong> during the defined period.</li>
+            <li><strong>At the end of the vote</strong> the system calculates the <strong>results</strong> and places the proposal in the <strong>"Voted"</strong> section.</li>
+            <li>If however the <strong>debate quorum is not reached</strong>, the proposal go to the <strong>"Abandoned"</strong> section, where it can be <strong>put back in debate</strong> to start again a new life cycle.</li>

+          <p>Particularly interesting is the adoption of a <strong>discussion area</strong> for each published proposal that allows the proposal itself to be modified by the editors (like a <a href="http://en.wikipedia.org/wiki/Wiki" target="blank">wiki</a>)
+          according to the consensus obtained by individual contributions.
+          The discussion area is two-levels indented, the first designed to collect contributions, the second personal considerations on the latter.
+          The first level implements a mechanism to increment the maturity of the proposal <strong>incorporating in it the most appreciated contributions</strong>.</p>
+          <p>The <strong>debate quorum</strong>, necessary to promote a proposal to the voting phase, is composed of three different parameters:</p>

+            <li><strong>Participants</strong>: number of people who participate in the debate;
+            </li>
+            <li><strong>Discussion time</strong>: period of time in which the proposal remains in the debate phase (starting from its submission);
+            </li>
+            <li><strong>Maturity</strong>: percentage of participants who claim that the proposal is ready to be voted;
+            </li>
+          </ul>
+          <p>The evaluation of "<strong>maturity</strong>" of a proposal is a formal act of the members of the community
+          (done during the discussion period), through which they express the <strong>suitability</strong> of the text of the proposal for <strong>the following voting phase</strong>.</p>
+          <p>There are <strong>different types of quorum</strong>: Depending on the complexity of the topic, the parameters (participation, time and maturity) vary.
+          For the proposals inside the Open Space quorums are defined by the system administrator, while the <strong>quorum of the proposals published inside groups can be freely modified by the groups administrators</strong>.

+          <p>The proposals are <strong>organized</strong>, <strong>sorted</strong> and <strong>searchable</strong> in different ways:</p>

+            <li>depending on the <strong>type</strong> of proposal: standard, regulation, estimate, statement, technical decision, etc ...</li>

+          <p>When the period of time assigned for the debate ends and a sufficient number of people agree on the maturity of the proposal (these conditions vary according to the quorum of debate), the proposal go to the <strong>voting phase</strong>.</p>

+            <li>reputation system that rewards participation, constructive debates and clarity, encouraging problem solving

+            <li>the opportunity to invite their contacts to join the discussion

+            <li>the opportunity to apply to become co-editors of a proposal;</li>
+            <li>the resolution on the proposals through the vote of the members.

+        title: "Temporary anonymity, secret ballot and auditable voting"

+          <p>One of the peculiarities of Airesis is that <strong>groups can choose if the proposals debate will be anonymous or not</strong>.</p>

+          The first-level tester is a person available to test the system without necessarily have to provide any technical feedback about the code.

+          Feedback from a first-level tester will then be about unexpected occurrences from the system and bugs.
