+### Cross-Agent Claim Rule *(amended 2026-06-14, FID-151)*
+
+In multi-agent sessions, an agent may receive a claim attributed to another agent (e.g., a forwarded message, a
+relay of an analysis, a citation in a session summary). **The attribution is not a source.** "Detective said X" is
+not a source; "Detective's FID entry at path Y contains X" is. The recipient owes the operator the discipline of
+treating attributed claims as hypotheses, not facts, until the substance is verifiable in the recipient's own
+records.
+
+**Operational rules for FIDs that contain or cite cross-agent claims:**
+
+1. The FID must cite the source path of any external claim, not just the attribution.
+2. Specific numbers or facts sourced from another agent's analysis must be traceable to a record the FID author can
+   grep, read, or query independently.
+3. If the substance of a cross-agent claim is not verifiable in the recipient's records, the FID must flag the gap,
+   not act on the attribution.
+4. Numbers that cannot be verified must be tagged "unverified" in-band, or rejected, never cited as facts.

+### FID Perfection Loop Trigger
+
+Whenever the operator issues the trigger phrase **"run the perfection loop"**, the Orchestrator MUST run the
+Perfection Loop (RED → GREEN → AUDIT → COMPLETE) on every open FID. As part of each loop, the Thinker must ask:
+*"What questions should I have asked when this FID was created, but failed to?"* — surface every missed question,
+answer it with the most robust default derivable from code inspection, and fold those answers directly back into
+the existing FID sections. Only after the FID document is fully updated does the loop proceed to AUDIT. Do not
+implement any FID's proposed solution until the loop is fully documented.
+

+

+### FID Authoring Rules
+
+Only the Recorder agent may create, update, or archive FID files. Agents without write tools (Thinker, Scout,
+Researcher) must route FID content through the Recorder. Parent agents with write tools must not write FID files
+directly from a sub-agent's output. (Archive note, FID-2026-0803-001 ECHO-6: the Recorder has no filesystem
+move tool — the CLI/orchestrator executes the `dev/fids/ → dev/fids/archive/` move while the Recorder authors the
+FID content, CHANGELOG entry, and audit evidence.)
+
+FIDs are Markdown files that live ONLY in `dev/fids/`. NEVER create top-level directories such as `fids/`,
+`archive/`, or any path that shadows canonical ECHO paths.
+
+Filename format: `FID-YYYY-MMDD-NNN-{kebab-case-title}.md`. Scan the existing FIDs in `dev/fids/` and
+`dev/fids/archive/` first to allocate the next available number on the date, and never reuse a number on the same
+date.
+
+Use `templates/FID-TEMPLATE.md` as the exact template. Required metadata fields: **Filename**, **ID**,
+**Severity**, **Status**, **Created**, **Author**.
+
+Allowed status values: `created | analyzed | fixed | verified | closed`.
+
+Non-FID design documents go to `docs/design/`, never at the repo root, and never with a `FID-` prefix.
+
+### Spawning the Recorder
+
+When the Orchestrator spawns the Recorder to create or update FIDs, it MUST follow these rules. The Recorder has a
+fixed tool set and specific behavioral patterns — incorrect prompts cause silent failures.
+

+

+- The Recorder defaults to reading first, then stopping without writing. The explicit "Do NOT read" instruction

+### FID Format
+

+### FID Ground-Truth Verification
+
+FID status metadata (`created | analyzed | fixed | verified | closed`) is manually maintained and can drift from
+reality. **When reporting FID status, verify against the codebase.** FID metadata is a claim, not ground truth.
+
+**Operational rules:**
+
+1. Before reporting any FID's status, check that the files referenced in the FID actually exist and contain the
+   described implementation.
+2. If FID metadata claims `analyzed` but code exists → flag the discrepancy and update the FID.
+3. If FID metadata claims `verified` or `fixed` but code is missing → flag the discrepancy and downgrade the status.
+4. Status reports that don't include codebase verification evidence are invalid.
+
+This rule extends Law 1 (Read 0-EOF Before Touch) and Law 4 (Verify Call-Graph Reachability) to status reporting.
+The code is the source of truth — the FID markdown is a record that can drift. *(Codifies FID-2026-0725-086.)*
+
+### FID Auto-Archive
+
+When a FID status is updated to **Closed**, the Recorder MUST:
+
+1. Move the FID file from `dev/fids/` to `dev/fids/archive/` *(the CLI/orchestrator executes the filesystem move —
+   the Recorder has no move tool; it authors the content and evidence — FID-2026-0803-001 ECHO-6)*
+2. Append an entry to `CHANGELOG.md` with the FID ID, severity, description, and resolution summary
+3. Log the archival in the session summary
+4. Closed FIDs must not remain in the active `dev/fids/` directory
+
+### FID Perfection Loop Completion Requirement
+
+Every open FID must have a complete Perfection Loop section before its proposed solution is implemented. Incomplete
+FIDs are not eligible for implementation.
+
+**RED phase** (Detective) must catalog:
+
+- All failures and issues with evidence (file paths, line numbers, grep output)
+- Call-graph reachability evidence (grep for callers/consumers)
+- Existing tests that cover or miss the affected path
+
+**GREEN phase** (Thinker + Recorder) must specify:
+
+- Exact fix with minimal changes, arrived at through sequential thinking
+- Answers to all unanswered questions in the FID
+- Most robust default for any decision the FID left blank
+- Any new FIDs created as a result of the RED findings
+
+**AUDIT phase** (Verifier) must include:
+
+- Verification command output (build, test, typecheck, lint)
+- For new functions/config fields: grep production callers/readers with output pasted into the FID
+- Self-reporting is prohibited — evidence must come from tool output
+
+If a FID's proposed solution is architecturally wrong given current project direction, the FID must be updated with
+the correct approach before GREEN proceeds. Do not implement a misaligned FID and create a new one; update the
+existing FID and note the change in its Resolution section.

+The protocol requires verifiable claims, but this does not mean agents cannot reason about design decisions. The

+## Emergency Procedures
+
+These procedures are escape hatches for stuck states. They do NOT override
+Law 3 (Verify Before Proceed) — you must exhaust all reasonable fix attempts
+before invoking an emergency procedure. Marking a feature `PENDING` requires
+documenting why you are stuck and creating a FID for follow-up.

+### If Tests Won't Pass
+
+1. Run failing test with verbose output to see details
+2. Check if test is stale (references old API)
+3. Fix test or fix code (whichever is correct)
+4. If truly stuck after all attempts, create a FID, mark feature as `PENDING`, and move on

+### If Compilation Won't Fix
+
+1. Read the error message carefully
+2. Check recent changes for typos or missing imports
+3. Isolate to specific module
+4. If stuck, revert and try a different approach

+### If Looping Detected
+
+If you've read the same file 2+ times or made the same edit 2+ times:
+
+1. **STOP** immediately
+2. Mark current feature as `PENDING`
+3. Move to next feature
+4. Come back later with fresh context
+
