+# Re-Review Mode (Verification Review)
+
+Re-review mode is the dedicated mode for Pipeline Stage 3', designed to **verify whether revisions address the first-round review comments**.
+
+Since #576 Spec B, this mode is governed by the **three-gate evidence-before-persuasion contract** (`shared/contracts/re_review/` + `scripts/check_re_review_synthesis.py`): criteria are committed before the revision is seen, evidence verdicts are committed before the author's persuasion is seen, and every later verdict change rides a typed, evidence-bound adjustment record. The pre-contract single-pass behaviour survives only behind `ARS_RE_REVIEW_LEGACY=1` (§ Legacy Mode).

+### Yardstick Continuity (Reviewer Configuration Freeze)
+
+Re-review MUST reuse the Round-1 Reviewer Configuration Cards whenever they are available. `field_analyst_agent` is **not** re-invoked at Stage 3' (sole exception: the marked regeneration fallback below): re-running it over the revised manuscript would regenerate the field analysis and reviewer focus from the post-revision text, silently changing the yardstick between rounds — Round-2 verdicts would then be judged against a different configuration than the one that produced the Roadmap being verified. The same freeze applies to the target venue: a changed target venue is a new review, not a re-review.
+
+**Fallback (cards unavailable, any invocation path):** when the Round-1 cards are unavailable — standalone invocation without the Round-1 review package, a mid-entry pipeline run whose Round 1 happened outside ARS, or lost artifacts — `field_analyst_agent` may be re-run over the ORIGINAL (pre-revision) manuscript, which current contract 1.1 hard-requires, and the Judge Record's Reviewer-configuration line MUST carry the visible marker `[YARDSTICK-REGENERATED: original manuscript — <reason cards were unavailable>]`. The `revised manuscript` marker remains valid only for an explicit archived-1.0 or fresh-full-review path outside current contract replay. Advisory, not a block: the marker makes the continuity break visible to the decision-maker and the user instead of hiding it. Silent regeneration (no marker) is a protocol violation on every path.

+### Three-Gate Orchestration (#576 Spec B)
+
+Three sequential fenced calls, dispatched by the orchestrating layer (main session / pipeline orchestrator — per #523 the dispatching layer, not a fenced agent, executes any API calls), plus zero or more SCOPED Phase 2B′ re-verification dispatches inside the deferral loop (§ Decision Derivation). Each gate's output is validated (schema + lint) before the next gate is dispatched. Contract-governed default re-review invokes neither `eic_agent` nor `editorial_synthesizer_agent` as an agent-file worker: Phase 1/2A use the routed frozen-card personas within their dedicated calls, and Phase 2B is one dedicated integration call; Journal-Fit Reviewer / `EIC` there is persona and wire compatibility. This roster statement does not govern the separate post-decision Socratic coaching sub-stage or the explicit legacy single-pass path. Phase-numbered data delimiters mirror the v3.6.2 `<phase1_output>` pattern. This orchestration REPLACES the pre-contract read-letter-first Traceability Rule ("read the author's claim, navigate to the stated location, verify"): the Response to Reviewers is a document written to persuade the verifier, and reading it before fixing what counts as addressed invites claim-anchored verification.

+No revised-manuscript metadata reaches Phase 1 (a post-revision section list already reveals where the revision happened, contradicting revision-blindness); `expected_change_surface` must stay a hypothesis derived from Round-1 artifacts.

+#### Phase 1 — criteria commitment (revision-blind)
+
+For each must_fix (`must_fix`) roadmap item — and each should_fix (`should_fix`) item in lighter form — the verifier emits a pre-commitment record (`precommitment.schema.json`) that OPERATIONALIZES the inherited criterion:
+
+- `inherited_criterion` — the Schema 7 `verification_criteria` text (verbatim) + the decision letter's Acceptance-criteria text when present (`letter_text`/`letter_item_ref`, must_fix items only — the letter template's Acceptance-criteria blocks cover Required Revisions alone; the `R<n>` ref is DERIVED from must_fix roadmap order, never chosen).
+- `operationalization.fully_addressed` — the concrete manuscript evidence pattern that satisfies the inherited criterion (not "the author says so").
+- `operationalization.partially_addressed` — what a genuine-but-incomplete fix looks like (must_fix items).
+- `operationalization.made_worse_discriminator` — what distinguishes a regression on this item (must_fix items).
+- `expected_change_surface` — where the fix is EXPECTED to manifest. Navigation hypothesis only (SD-10): a fix elsewhere that satisfies `operationalization.fully_addressed` counts; the surface exists so a cosmetic edit at the expected location cannot satisfy the item by position alone.
+- `equivalence_policy: allowed` — equivalent fixes and evidence-backed disagreement are admissible.
+- `source_reviewer` (verbatim Schema 7 `reviewer` string) + `source_reviewer_labels` (normalized per § Verifier Routing).
+
+**should_fix lighter form:** `operationalization.fully_addressed` only. The other should_fix verdict classes derive ON-criterion without per-item text: `PARTIALLY_ADDRESSED` = the manuscript change satisfies part but not all of the committed `fully_addressed` pattern (`residual_gap` still required); `MADE_WORSE` = the **generic should_fix discriminator, defined here once for the whole protocol: the revision degrades the item's subject relative to the ORIGINAL manuscript** (not per item). Neither requires a dissent — they are derived from the committed pattern, not off-criterion. consider (`consider`) items get NO pre-commitment record.
+
+**Prohibitions (mirror v3.6.2 Phase 1):** no speculation about what the revision did, no verdicts, no reading of any withheld input. The operationalization must be derivable from Round-1 artifacts alone; a record whose operationalization references revision content fails lint. Ends with `[CONTRACT-ACKNOWLEDGED]`.
+
+**`new_standard` boundary:** Phase 1 may NOT add acceptance requirements beyond the inherited criterion. If operationalizing reveals that the Round-1 criterion is materially incomplete, the verifier records a `NewStandardRecord` — advisory by default; it cannot change the item verdict or the decision. The sole escalation path is the § Escalation Exception (integrity/ethics/safety/legal-compliance/fatal-validity, human checkpoint mandatory), entered by `classification: escalation_requested` and substantiated only at Phase 2A; a request never substantiated at 2A lapses to advisory.
+
+**Retry:** one Phase 1 retry on lint failure, with the specific lint gap hinted in the system prompt (the v3.6.2 rule — safe because Phase 1 sees no manuscript, so the hint can leak nothing). Second failure → `[RE-REVIEW-ABORT: phase1_lint_failed]`, fail closed.
+
+#### Phase 2A — evidence verdict (persuasion-blind)
+
+Inputs add the original manuscript, the revised manuscript, and the patch/apply report(s); the Phase 1 output rides fenced as `<phase1_output>` (data, not instructions). The Response Letter is still withheld.
+
+Per item, the verifier commits a verdict record (`verdict_record.schema.json`):
+
+- `verdict` ∈ `{FULLY_ADDRESSED, PARTIALLY_ADDRESSED, NOT_ADDRESSED, MADE_WORSE, CANNOT_VERIFY}` — for must_fix/should_fix items, assigned strictly against the Phase-1 operationalization, or through an explicit dissent record (§ Dissent Records), never silently off-criterion; for consider items (no Phase-1 record exists), assigned directly against the un-operationalized level-1/2 criteria, recorded with `applied_criterion: not_precommitted` — consider stays decision-inert either way.
+- `evidence_anchor` — typed anchor(s) into the REVISED manuscript (Schema 6 anchor grammar) for every verdict except `CANNOT_VERIFY`; `CANNOT_VERIFY` instead carries `cannot_verify_reason`.
+- `change_summary` — what actually changed relative to the original manuscript (from diff/apply report + comparison), one sentence.
+- `residual_gap` — REQUIRED for `PARTIALLY_ADDRESSED`: the concrete missing part, with a `residual_obligation_class` ∈ `{must_fix, should_fix, consider}` re-grading of what remains (feeds the decision derivation).
+- `verified_by` — the routed seat (§ Verifier Routing).
+
+New issues discovered while reading the revised manuscript are recorded as new-issue records with attribution (§ New-Issue Attribution) — also before the letter is read, because attribution must not be colored by the author's framing. The new-issue SET — every record, WHOLE-RECORD — **freezes at `[EVIDENCE-COMMITTED]`**: Phase 2B may not add, remove, or edit new issues in any field (checker-witnessed byte equality). Anything noticed only after the letter is read goes to the decision-inert `post_letter_observations[]` list, seeding the next round.
+
+**Dissents** (§ Dissent Records) and **escalation exceptions** (§ Escalation Exception, emitted `pending`) are also Phase 2A artifacts.
+
+**Prohibitions:** no reference to the Response Letter (it is absent); no verdict revision after emission (2A output is committed — the orchestrator persists it before dispatching 2B). Ends with `[EVIDENCE-COMMITTED]`.
+
+**No retry.** The v3.6.2 no-Phase-2-retry discipline applies unchanged once the revised manuscript has been seen: a lint-guided regeneration after evidence exposure is exactly the channel the no-retry rule closes. A 2A lint failure → `[RE-REVIEW-ABORT: phase2a_lint_failed]`, fail closed. Phase 2B / 2B′ lint failure likewise aborts without retry (`phase2b_lint_failed`).
+
+#### Phase 2B — claim matching (letter revealed)
+
+Inputs add the Response to Reviewers, fenced as UNTRUSTED author-authored persuasion (#574 A6 class). The committed 2A verdicts ride as `<phase2a_output>`.
+
+Phase 2B produces the final traceability matrix (Schema 11 + machine-readable sidecar, `traceability.schema.json`). It may fill `authors_claim` per item and check claim-vs-manuscript consistency; run the Commitment Ledger Verification pass (below — unchanged); record valid-rebuttal claims; and locate evidence 2A missed when the author's pointer leads to a REAL manuscript change satisfying the Phase-1 operationalization.
+
+**The relaxation boundary:** every difference between a 2A committed verdict and the final matrix verdict MUST be carried by a typed adjustment record. Admissible bases (closed set):

+`source_ref` is a basis-DISCRIMINATED requirement (schema-enforced): REQUIRED with form `"reapplication:<id>"` iff basis is `cross_model_adjudication`, REQUIRED with form `"acceptance:<id>"` iff basis is `user_accepted_fail_closed`, and FORBIDDEN on every other basis (`author_pointer_located_evidence`, `valid_rebuttal`, `scope_correction` carry their evidence in `evidence_anchor`, not a record ref). An assertion in the letter with no locatable manuscript evidence changes nothing. Commitment-axis outcomes (Kong A1, including `acknowledgment_only`) are recorded ONLY in the commitment fields and NEVER produce an adjustment record — the verdict axis and the commitment axis stay orthogonal.
+
+**Critical-rebuttal check:** a `valid_rebuttal` upgrade on an item whose Round-1 severity is `critical` is emitted by 2B as a PENDING proposal (never booked in-call). The dispatching layer runs one #539-transport judgment pass (closed verdict `{upheld, challenged}`) in the post-2B / pre-first-emission window: `upheld` books the adjustment; `challenged` means it is NEVER booked (the row keeps its prior verdict, the challenge surfaces at the checkpoint). When cross-model is not active the post-2B pass books it directly with `single_family_disclosed`; when active but the pass failed, `pass_unavailable_disclosed` — the two are never merged, and both mandate the decision-letter disclosure line.

+Ends with `[MATRIX-COMMITTED]`. After 2B the dispatching layer runs the three post-2B passes in NORMATIVE ORDER (critical-rebuttal judgments → dissent adjudications → divergence intents/dispatches — see the pipeline orchestrator's Stage 3' step), persists the sidecar, and invokes the checker BEFORE any outcome surfaces.

+### Decision Derivation (verdict → decision)
+
+Output domain: `decision_state ∈ {Accept, Minor Revision, Major Revision, user_review_required}` or a fail-closed abort — **`Reject` is NOT a Stage 3' decision** (the state machine gives Stage 3' exactly two exits: Accept/Minor → 4.5, Major → 4'); severity-flagged cases set `reject_recommended` instead. Declared decision order for floor arithmetic: `Accept < Minor Revision < Major Revision`.

+**`should_fix_addressed_rate` (mechanizing the previously-prose 80% rule):** numerator = |should_fix items with `final_verdict ∈ {FULLY_ADDRESSED, PARTIALLY_ADDRESSED}`|; denominator = |should_fix items|; zero should_fix items → vacuously 100%. Computed over FINAL (post-2B) verdicts — safe because every adjustment is typed and evidence-bound. This deliberately REPLACES the ambiguous "at least 80% should have a response" reading: a numerator counting author explanations would let a persuasive letter buy the rate without manuscript change. A `NOT_ADDRESSED` item's author explanation is still recorded in the matrix; it does not count toward the rate.

+**Deferral loop (the ONLY place user input enters the derivation):** a pending user-answerable state never aborts and never races the checker — it DEFERS. Each iteration is atomic and ordered: the answer is recorded → any mandated scoped Phase 2B′ re-verification is dispatched and completes → the sidecar is re-persisted (`revision: n+1`, `supersedes_hash`) → the checker re-runs → the recomputed `decision_state` re-surfaces. The loop repeats until no pending state remains. Re-applying a criterion is a verification judgment the orchestrator must never make: every `original_upheld` adjudication and every divergence resolution is witnessed by a `ReapplicationRecord` — from a scoped fenced 2B′ call (the Response Letter and all other items withheld), with ONE exception: on a dissent-ONLY item under active cross-model, the judge's §9.3 blind application of the ORIGINAL criterion IS recorded as that adjudication's `ReapplicationRecord` (the judge-output shortcut — no extra call). Divergence rows — including coalesced dissent+divergence items — NEVER take the shortcut: their reapplication is always a fresh seat-verifier 2B′ call, because the judge's own divergent pass is the thing being examined and cannot double as the witness. A `CANNOT_VERIFY` reapplication resolves nothing — the row stays pending until the user accepts the fail-closed outcome or a re-examination succeeds.

+**Step 3 — floors:** `decision_state = max(base, every approved escalation exception's mechanical_decision_impact)` under the declared order. Pending or rejected approvals contribute nothing.

+Notes:
+
+- `CANNOT_VERIFY` on a must_fix caps the decision at Major (B3): acceptance requires positive verification, and fail-closed beats benefit-of-the-doubt. On should_fix it counts against `should_fix_addressed_rate`; on consider it is recorded, not decision-driving.
+- `MADE_WORSE` per obligation_class: must_fix → B1/B3; should_fix → B5 Minor floor (and it counts against `should_fix_addressed_rate`); consider → recorded, next-round seed, no decision effect.
+- `previously_missed` and `indeterminate` new issues NEVER appear in Step 2 (goalpost guard) — only `regression` attribution can move the decision.
+- consider items never affect any step (existing semantics, unchanged).
+- `reject_recommended: true` (B1/B2, or a `research_integrity`-class approved exception) tells the user at the Stage 3' checkpoint that severity warrants considering abandonment — abandonment is the standing any-stage user exception, not a state-machine transition.
+
+**Abort taxonomy:** `[RE-REVIEW-ABORT: <reason>]` with closed reasons `phase1_lint_failed`, `phase2a_lint_failed`, `phase2b_lint_failed`, `manifest_incomplete`, `manifest_hash_mismatch`, `criteria_drift`, `synthesis_mismatch`. Every abort is fail-closed: no decision is emitted, the pipeline surfaces the abort to the user at the Stage 3' checkpoint. Distinct from aborts, `decision_state: user_review_required` is a DEFERRED outcome — the matrix is delivered, the decision is not.
+
+**Checker (MANDATORY runtime step):** the orchestrating layer invokes `scripts/check_re_review_synthesis.py` with the current manifest, precommitment, verdict, traceability, immutable roadmap, exact `--author-adjudication`, exact `--revision-evidence-bundle`, and its explicit `--revision-evidence-root` immediately after Phase 2B persistence and BEFORE any outcome surfaces; ordered letter/report flags follow manifest presence. Re-run it on every deferral-loop iteration. The checker hash-loads and fully replays the bundle, binds its final draft to the revised manuscript and its current round to the exact roadmap/author pair, then validates raw roadmap/base sidecar bindings and exact per-row author-field copies before deriving any decision.
+
+### Escalation Exception (the ONLY path around the goalpost guard)
+
+Closed class set: `{research_integrity, ethics, safety, legal_compliance, fatal_validity}`. Emitted at Phase 2A with `approval_state: pending`; requires an original-manuscript evidence anchor (proving the problem existed in Round 1 — revision-introduced content is a `regression` instead), `why_round1_missed_it`, and `mechanical_decision_impact ∈ {Minor Revision, Major Revision}` (a Step-3 floor). A `pending` exception is a G2 state: the decision defers until the user answers at the Stage 3' checkpoint. `rejected` contributes no floor. An APPROVED `research_integrity`-class exception additionally sets `reject_recommended`. Stage 4.5's integrity gate independently sees the exception record (it travels in the passport).

+### Dissent Records and Bounds
+
+A dissent is the Phase 2A discovery that a pre-committed operationalization cannot be applied as written. It is NOT a verdict-relaxation channel — it swaps the criterion, visibly, before the verdict. `reason_code` ∈ `{criterion_ambiguous, criterion_infeasible_as_written, evidence_surface_moved, criterion_error}`; the item's verdict record then carries `applied_criterion: "dissented:<dissent_id>"`.
+
+**Bounds:** dissent on a must_fix item, or dissents on > ⌈N/3⌉ of all items, triggers independent adjudication of EVERY dissent record in the round — after the 2A verdicts are committed, before the decision derivation accepts them as final. When cross-model is active, must_fix dissents are judge-adjudicated (blind-apply the ORIGINAL criterion first, then separately adjudicate the replacement — two calls, so the replacement cannot anchor the original's application); should_fix dissents always take the user path. When cross-model is not active, every dissent covered by a tripped bound defers to the user at the checkpoint (never an abort-before-asking); dissents below the bound stand unadjudicated by design. `replacement_approved` lets the dissented criterion stand (no adjustment — the 2A verdict was already made under it); `original_upheld` mandates re-applying the original criterion, any verdict change riding an adjustment record — witnessed on a dissent-ONLY item under active cross-model by the judge's own §9.3 blind application recorded as the `ReapplicationRecord` (the judge-output shortcut, no extra call), on every other shape (user-adjudicated dissents, coalesced dissent+divergence items) by a scoped seat-verifier 2B′ call.
+
+### New-Issue Attribution and the Goalpost Guard
+
+Every issue found during Phase 2A that is not traceable to a roadmap item gets a `NewIssueRecord` with typed fields (description, location anchor, Schema 6 severity, `found_by` seat label, confidence, competence basis, attribution, attribution evidence, `nearest_roadmap_item` + `non_match_rationale` — the typed non-match witness). `attribution` (closed):
+
+- `regression` — introduced by the revision (anchored in the revised manuscript, not the original; diff/apply-report-supported). MAY affect the decision (B1/B3/B5).
+- `previously_missed` — present in the original manuscript; Round 1 missed it (anchored in BOTH versions). Reported, CANNOT escalate the decision. On a Major Revision it enters the next immutable roadmap through this CLOSED current mapping: `id = REV-PM-<n>`; `source_refs = [{seat: found_by, channel: finding, ordinal: <n>, subclaim_ordinal: 0}]`; description is `[PREVIOUSLY-MISSED: NEW-<n>] ` plus the frozen description; reviewer is `found_by`; `obligation_class = consider`; `cost_scope = {kind: section, locator: <location_anchor section>}`; `consequence_if_unaddressed = {code: reader_traceability_reduced, target: {kind: section, locator: <location_anchor>}}`; target section derives from `location_anchor`; suggested action is "assess; address or record as a limitation"; consensus is `SINGLE-VERIFIER`; verification criteria require resolution or explicit limitation; severity/evidence/confidence/competence copy the frozen record. `proposed_targets` is the unique exact current block resolved from `location_anchor`, with the minimally applicable operation set; no unique block means the new roadmap cannot be emitted and must request reconciliation. Legacy `type` is not emitted. On Accept/Minor the frozen records reach Stage 4.5 as sidecar cargo.
+- `indeterminate` — provenance remains non-resolving despite the hard-required original manuscript (for example, non-comparable formats or an exact-span comparison that cannot be established from the bound bytes). Treated as `previously_missed` for decision purposes and flagged `[ATTRIBUTION-INDETERMINATE]` — never silently promoted to `regression`. Missing original or other manifest gaps are G0 aborts, not this degradation.
+
+The guard is enforceable exactly because Phase 1 fixed the item baseline: "not traceable to a pre-committed item" is a mechanical check (no matching `item_id`), not a judgment call.
+
+### Verifier Routing (item-centric competence)
+
+Items are verified by competence, not by a single Journal-Fit Reviewer persona. Each pre-commitment record carries `source_reviewer` (verbatim) + `source_reviewer_labels` (normalized by the §10 grammar: strip parentheticals, then em-dash tails, then split on `{",", "/", ";", " and ", "&"}`, whole-token exact match into `{EIC, R1, R2, R3, DA}`; unrecognized tokens dropped, never guessed — an all-dropped non-empty string is a PARSE FAILURE, distinct from a legitimately empty list). An item routes to the seat of the FIRST label mapping to a non-DA scoring seat; if none does, it routes to `EIC` (the stable wire label for the Journal-Fit Reviewer). consider items route to `EIC` by definition. Seat personas come from the frozen Round-1 cards; the matrix's `verified_by` records the seat. The DA seat is never a verification persona.
+
+**Execution shape:** routing changes the PERSONA, not the call count — the three gates stay three sequential fenced calls (§ Three-Gate Orchestration). Within Phase 1 and Phase 2A, each must_fix/should_fix item's pre-commitment and verdict are produced UNDER its routed seat persona (the frozen card supplies the persona; the dispatch context includes the cards for exactly this reason), and `verified_by` records which seat verified each item. Phase 2B is the dedicated Journal-Fit Reviewer (`EIC` wire label) / synthesizer-function integration call, not a dispatch of either same-named first-round agent file; the closed rules derive the candidate decision state and `scripts/check_re_review_synthesis.py` recomputes it before surfacing.
+
+Routing visibility is a DEDICATED run-level Judge Record `Routing` line (orthogonal to `Reviewer configuration`): `card_mapped` only when every routed must_fix/should_fix item's first non-DA label found its card seat; otherwise `[ROUTING-DEGRADED: unmapped labels — <payload>]` (payload names labels + item ids, plus `unparsed <item_id> "<raw>"` groups), `[ROUTING-DEGRADED: cards unparsable]`, or `[ROUTING-DEGRADED: no round-1 cards]`. No persona overrides a specialist verdict except through the recorded adjustment/dissent channels.

+### Input Manifest (hash-bound, freshness-checked)
+
+The dispatching layer emits current `input_manifest.schema.json` version 1.1 BEFORE Phase 1; its hash rides through the artifact chain. It carries exactly eleven keys. `original_manuscript`, `revised_manuscript`, `revision_roadmap`, `author_adjudication`, and `revision_evidence_bundle` are hard-required; absence, raw hash drift, or any mixed 1.0/1.1 artifact fails closed. The bundle already carries the exact matched round's pre draft, so a current caller cannot discard it to weaken regression or attribution evidence. Other optional inputs retain visible absence policies:

+- `response_to_reviewers` absent → Phase 2B runs claim-matching-empty (`authors_claim` = "—"); `acknowledgment_only` commitments keep their author-declared status but carry `[COMMITMENT-EVIDENCE-ABSENT: acknowledgment_only — no response letter]`.

+- `round1_findings` absent → level-3 degrades to the Schema 7 transported fields, `[ROUND1-FINDINGS-ABSENT]`.
+- `round1_config_cards` absent → `[YARDSTICK-REGENERATED]` path.
+- A current apply report must be exactly format 1.3 with patch digest, replayed authorization witness, and the explicit E6 unregistered-claim boundary. Older reports require the archived legacy loader and are rejected by the current checker.
+- `revision_patches[]` / `apply_reports[]` co-presence (the by-position pairing): the two arrays discriminate at the ARRAY level and travel together — `apply_reports` present with `revision_patches` absent or length-mismatched → `manifest_incomplete`, G0. `{present: false}` IS the canonical zero-reports encoding (⟺ the witness's `not_run_no_reports`). Each report's `patch_digest` must equal its paired `revision_patches[i]` entry's sha256 (content-bound, not order-trusted).
+
+**Apply-chain witness:** current contract 1.1 hard-requires the original manuscript and the ordered-chain rule (Input item 8 above) yields the closed composite `apply_chain_witness ∈ {pass, fail, not_run_no_reports}` (precedence `fail > not_run_no_reports > pass`), carried in `DecisionInputs` and on the Judge Record's `Apply-report chain` line. `first_link_not_run` belongs only to archived 1.0 artifacts; a current manifest cannot discard the exact pre-round draft already carried by the required bundle.

+### Criterion Inheritance
+
+The yardstick, in precedence order — each level only OPERATIONALIZES the level above, never extends it:

+1. Schema 7 RoadmapItem `verification_criteria` — author-visible since Round 1.
+2. The Editorial Decision Letter's per-item **Acceptance criteria** field — author-visible.
+3. The driving finding's severity + typed `evidence_anchor` + raising reviewer(s).

+A Phase-1 operationalization that cannot be traced to levels 1-4 for its item is a `new_standard`, advisory.
+
+### Contract Inputs and Producer Obligations
+
+The checker consumes two Round-1 producer surfaces whose grammar is therefore a PRODUCER OBLIGATION, not a checker preference (the producing surfaces are the editorial synthesizer + decision-letter template at Stage 3):
+
+- **Roadmap machine form:** validate the immutable reviewer-owned core against `shared/contracts/revision/revision_roadmap.schema.json`. It binds exact draft/manifest bytes, uses deterministic `source_refs` order, separates severity/obligation/cost/consequence, and proposes exact targets. It carries no author decision or display view.
+- **Author sidecar:** validate the exact raw-hash-bound sidecar and copy `author_triage`, conditional reason, targets, and claim authorizations into Schema 11 without inference. A user display permutation is presentation-only.
+- **Letter grammar:** Required Item Details carry contiguous `R<n>` transport references derived from immutable source order filtered to `must_fix`, never author view or triage.
+
+### Legacy Mode (`ARS_RE_REVIEW_LEGACY=1`)
+
+Contract-governed re-review is the Stage 3' default. Current artifacts are version 1.1 and the current checker rejects 1.0 or mixed chains. Only explicit `ARS_RE_REVIEW_LEGACY=1` dispatches the archived schemas/checker under `shared/contracts/re_review/legacy/v1_0/` and `scripts/legacy/`; every such output begins `[LEGACY-NO-CONTRACT]` and carries no current author/bundle witness. There is no silent fallback.
+
+### Judge Provenance and Correlated-Error Boundary (#539/#740)
+
+The re-review judges revisions on the same model family that drove them — an analogous correlated-judge configuration to the one Ren et al. (2026, arXiv:2607.13104 §8.1.2) warn about (their warning addresses the identical evaluation operator driving updates AND reporting final results; here the correlation is family-level), with the same failure direction: the revision loop can converge on "what this judge likes" instead of quality.
+
+**When cross-model verification is active** (configured + consented, same boundary as every cross-model feature): after the re-review's must_fix assessments are committed, the dispatching layer (the main session / orchestrator running the mode — per #523 it, not a fenced agent, executes API calls) runs a blind cross-model per-item pass using the provider TRANSPORT from § API Call Patterns (endpoint + auth) with a JUDGMENT-specific request — NOT the citation-verification handlers (those hard-code citation prompts, require web grounding, and normalize a different verdict set): no web-search requirement (revision-addressedness is persona judgment, the DA-critique class — compatible providers first-class), a prompt asking only for one verdict from the closed set, and the response parsed against exactly {FULLY_ADDRESSED, PARTIALLY_ADDRESSED, NOT_ADDRESSED, MADE_WORSE} — any non-conforming response maps to `unavailable`, never coerced. No #527 envelope (that grammar is for fenced-owner handoffs; none occurs here). Inputs per item: the item's Phase-1 pre-committed criterion (data-fenced) + the roadmap item + the revised passage — the author's claim does NOT reach the judge (persuasion leaves the judge's view; it judges "does the revision meet the committed criterion", not "is the author's story coherent") — personal names/affiliations stripped (the § data-minimization rule), delimited as data, not instructions. The Judge Record gains a `Pre-committed criteria` (`precommitment_hash`) line. The dispatching layer compares mechanically and writes the result into the R&R Traceability Matrix's `Cross-model` column: `agree`, `diverges: <verdict>`, or `unavailable`. A `diverges` cell is still never a vote and never directly overwrites — a verdict changes only through the deferral loop's fresh scoped re-application derivation, via a typed adjustment record (explicit supersession, the same convention as the `verified` mapping rule): the cross-model output never becomes the verdict. `unavailable` (API failure) is a ROW-level status: that row carries the single-family caveat; the run-level disclosure below applies only when the pass was not configured or EVERY item came back unavailable. A mixed run records `partial — N/M items judged` in the Judge Record. Cross-family and blind-input status are provenance dimensions, not proof of independent errors.
+
+**Resolution-state derivation (#576 §9):** a `diverges` cell on a must_fix item must RESOLVE before the decision derivation runs, and the resolution is recorded as a `CrossModelResolution`: `primary_upheld` (verdict stands) or `primary_revised` (verdict changes via an adjustment record with basis `cross_model_adjudication`). The state is DERIVED from the mandated scoped 2B′ re-application witness, and only when `reapplied_verdict != CANNOT_VERIFY`: `reapplied_verdict = pre_reapplication_verdict` → `primary_upheld`, different → `primary_revised` — the comparison binds to the reapplication's recorded pre-value, so the post-update row cannot make every outcome look upheld. A `diverges` row with no covering resolution → `user_review_required`. A DIVERGENCE re-application — including on coalesced dissent+divergence items — is always a fresh scoped seat-verifier 2B′ call, never the judge's own output (else the judge's vote would become the verdict; the judge-output shortcut exists only for dissent-ONLY adjudications, § Decision Derivation). When the primary dissented from a criterion, the judge FIRST blind-applies the original criterion (without seeing the dissent), THEN separately adjudicates the replacement — two calls, so the replacement cannot anchor the original's application.

+**Per-emission `cross_model_status` re-derivation (§5.3):** the judge's recorded `cross_model_verdict` is immutable, but the sidecar's `cross_model_status` is DERIVED per emission on the rows the pass evaluated: `agree` ⟺ `cross_model_verdict = final_verdict`, else `diverges`. An adjustment that moves `final_verdict` away from the judge's verdict RE-OPENS the row (it needs a new covering resolution); an adjusted-away agreement can never ride an `agree` label into Accept.
+
+**When not active** (or the pass came back `unavailable`): the re-review proceeds single-family and the Re-Review Output carries the disclosure line verbatim (it is part of the output template below): "This verification round ran on the same model family that drove the revisions; over-optimization to this judge's latent biases is possible (Ren et al. 2026, arXiv:2607.13104 §8.1.2)." Never omit it in single-family runs.
+
+**Judge identity recording (both cases):** the Re-Review Output's Judge Record block records the judge configuration — the verification judge's actual family/id and the exact Round-1 Schema 6 `review_panel_provenance` carrier: artifact reference, raw artifact SHA-256, normalized-manifest SHA-256, execution-topology SHA-256, and all six axes. The Editorial Decision Letter is display-only and never reconstructs this carrier. Replay-validate the referenced bytes before copying; when the carrier or artifact is absent, unreachable, digest-mismatched, schema-invalid, or replay-invalid, use the closed invalid form and keep all Round-1 axes unknown. Schema 6 carries these as the optional `judge_record` field (plus the #576 optional fields `precommitment_hash`, `routing_status`, `apply_chain_witness`).

+### Commitment Ledger Verification (Kong A1 / v3.11)
+
+This step runs **for every Schema 11 row** (any obligation_class) that carries a non-empty `commitment_extracted` list from `revision_coach_agent` Step 3.5. It is independent of the must_fix/should_fix/consider verification above — every parsed reviewer comment may produce commitments, and every commitment must be verified, regardless of the parent concern's obligation_class. Under the three-gate contract this pass runs at Phase 2B (its evidence source for `acknowledgment_only` IS the letter).
+
+For each commitment, verify per-commitment `fulfillment_status`:
+
+- `fulfilled` — the `required_evidence_type` is present and substantively addresses the `commitment_text`. Verification site depends on `required_evidence_type`:
+  - For `new_section` / `new_figure` / `new_table` / `new_citation` / `methods_paragraph` / `discussion_paragraph` / `prose_edit` — verify against the **revised manuscript** at `revision_location`. `prose_edit` items (typo fixes, terminology clarifications, equation formatting, citation-style corrections) are sentence- or paragraph-level changes; verify the specific text at `revision_location` rather than expecting a new structural block.
+  - For `acknowledgment_only` — verify against the **Response to Reviewers (Schema 8)** instead of the manuscript diff. `acknowledgment_only` items by definition do not require manuscript changes; expecting a manuscript diff would produce false `not-fulfilled` classifications. The response letter must explicitly acknowledge or address the commitment in writing.
+  - For `other` — the evidence type is intentionally underspecified (escape hatch for genuinely uncategorizable commitments). Surface a soft **`EVIDENCE_TYPE_UNSPECIFIED`** advisory (advisory only, **not** a hard block): if `revision_location` is empty, prompt the author to specify it so the re-reviewer can verify; if `revision_location` is already populated, the advisory simply flags that the evidence type was left uncategorized — verify at the stated location. This is distinct from `COMMITMENT_GAP` (which fires on missing rationale for a non-`fulfilled` status); `EVIDENCE_TYPE_UNSPECIFIED` fires whenever `required_evidence_type == other`, regardless of `fulfillment_status`.
+- `partial` — required evidence exists but does not fully address the commitment (e.g., experiment run on dataset Y when reviewer asked for dataset X; 3-seed std error when 5-seed was requested with rationale provided).
+- `not-fulfilled` — required evidence is absent (rationale presence is a separate axis — see `COMMITMENT_GAP` rule below).
+- `explicitly-rejected-with-rationale` — author has explicitly declined to address the commitment; status name implies rationale, but `unfulfilled_rationale` is still the field that carries the actual rationale text (per Schema 11 Validation rule).
+
+For any commitment object with `fulfillment_status` ∈ `{partial, not-fulfilled, explicitly-rejected-with-rationale}` where the object's `unfulfilled_rationale` is empty or missing, surface a **`COMMITMENT_GAP`** entry in re-review output (advisory only, **not** a hard block — author retains final responsibility per `POSITIONING.md`). This mirrors the Schema 11 Validation rule: any non-`fulfilled` status requires a rationale on the same commitment object. Because `fulfillment_status` and `unfulfilled_rationale` are nested fields of the commitment object (not separate parallel lists), there is no index-walking step and no way to pair a status with the wrong commitment — the #268 desync failure mode is structurally absent.

+**A populated `residual_action` alongside one or more commitment objects with `fulfillment_status: fulfilled` is not a contradiction.** `residual_action` operates at the concern level (forward-looking: what still remains for the whole concern), while `fulfillment_status` is per-commitment (carried on each commitment object). A concern can have some commitments fully fulfilled and still carry a concern-level residual action (e.g., the core ablation was added but the concern's broader generalization claim still needs a follow-up experiment flagged in `residual_action`). Do **not** raise a gap or inconsistency flag merely because `residual_action` is non-empty while one or more commitments are `fulfilled` — see `shared/handoff_schemas.md` Schema 11 `residual_action` convention (a).

+## 4. Judgement synthesis
+
+Do not aggregate dimension judgements numerically. The synthesis should identify which criteria are positively verified, which remain unresolved, whether each weakness is repairable, and how those particular findings support the recommendation under `editorial_decision_standards.md` or the active sprint contract. A decision-bearing failure cannot be cancelled by strengths elsewhere, and reviewer disagreement must remain visible rather than being averaged away.
