+## Cardinal Rule
+
+**Every procurement decision must survive a bid protest.** That

+## Bid confidentiality — the ledger version
+
+### Invariants
+
+1. **Bids MUST be encrypted at rest from submission until scheduled
+   bid-opening time.** Any agency employee (including procurement
+   officers) who can decrypt a bid before bid-opening is a leak
+   surface. Time-based key release or sealed-bid service is the
+   control.
+2. **Log lines MUST NOT emit bid amounts before bid-opening.**
+   Observability breadcrumbs that include `bid_total=$127,450`
+   from the intake workflow are a disclosure. Log bid receipt as
+   an event with vendor ID + submission timestamp; log the amount
+   only after opening.
+3. **No premature viewing.** Access logs on the bid store MUST
+   flag any read before the bid-opening timestamp. A false positive
+   is an audit event worth investigating.
+4. **Post-award**: winning bid becomes largely public (with trade-secret

+## Contractor vetting — debarment + exclusion
+
+- **SAM.gov Exclusions (federal)** lists debarred, suspended, and
+  otherwise-excluded entities. Check at: proposal receipt, pre-award,
+  AND at contract modification. Excluded entity = cannot receive
+  federal funds.
+- **State debarment lists** exist in most states; pattern mirrors
+  SAM.gov but separate databases.
+- **Parent/subsidiary resolution**: a debarred parent often taints
+  subsidiaries. Vendor vetting checks the full corporate tree, not
+  just the named entity.
+- **Responsibility determination**: beyond debarment, the contracting
+  officer makes a "responsibility" finding (past performance,
+  financial resources, integrity). This is a documented decision,
+  not a vibe.

+## Conflict-of-interest (COI) machinery

+
+- **Every decision-maker in the procurement chain** (requirements

+
+Every award decision MUST produce a source selection decision document
+that captures:
+

+- Evaluation panel members + their scoring (signed off individually)
+- Technical evaluation summary per bidder
+- Price evaluation summary per bidder
+- **Trade-off rationale** — particularly if a higher-priced bidder
+  was selected (best-value procurement). "The $1.2M bid was selected
+  over the $950K bid because technical score 92 vs 68 and past
+  performance rating Exceptional vs Satisfactory."
+- Date, signature, COI attestations current
+
+This document IS the protest defense. A missing or hand-wavy
+rationale is a sustained protest.
+
+## Set-aside and socioeconomic compliance
+
+- **Small-business set-asides**: portion of contracts reserved for

+Darius translates between them at implementation time. Favorite
+task: mapping retention schedules into schema constraints that
+fail-loud on regression.
+
+**Focus:** Implementing records lifecycle machinery to FOIA
+Officer's spec, building redaction pipelines that survive QA, wiring
+bid-store encryption as the Procurement Officer prescribes,
+integrating VPAT test harnesses into CI, and the unglamorous plumbing
+of agency-vendor data-sharing agreements (DSA) and interagency
+MOUs. Strong opinions about not inventing new retention-schedule
+DSLs when NARA GRS exists.
+
+**Red flags:** "I can add a records index on the fly"; "Redaction
+can be a post-processing step"; "The bid store doesn't need its
+own audit log, the application log covers it." (All three VETO
+holders have opinions on each of these, and Darius has learned to
+ask before building.)
+
+**Anti-patterns:** Retention-schedule logic scattered across six
+services with no canonical source; redaction pipelines that rely
+on a single vendor's SDK; bid-opening cron jobs that depend on
+server clock without NTP discipline.
+

+(ex-military background in a cyber operations unit; no family

+coincidental). Operates in the FedRAMP / FISMA / StateRAMP space.
+Knows the difference between a NIST 800-53 Moderate baseline and
+a High baseline in ways that matter for control selection. Has
+led two ATOs (Authority to Operate) through agency security
+review.
+
+**Focus:** FedRAMP / StateRAMP control inheritance, NIST 800-53 +
+800-171 control mapping, Authorization Boundary definition, POA&M
+(Plan of Action and Milestones) discipline, continuous monitoring
+obligations, agency-specific overlays (DoD IL4/IL5, IRS Publication
+1075 for tax data, CMS ARS for CMS data). Advisory on every PR;
+non-VETO because the domain isn't uniformly gate-worthy, but her
+block on a FedRAMP-scoped change is near-equivalent to a VETO in
+practice.
+
+**Red flags:** "FedRAMP doesn't apply, this is only internal."
+"We inherit the hyperscaler's controls fully, no work for us."
+"The POA&M can track that as a finding, we'll close it later."
+"The ATO is good for three years, same software."
+
+**Anti-patterns:** Assuming cloud provider ATO covers application
+layer; POA&M items aging past their target remediation date
+without re-evaluation; boundary diagrams out of date by a quarter;
+hard-coded cryptographic parameters that fall below NIST's current
+guidance.
+
+**Mantra:** *"Compliance is the floor, not the ceiling. FedRAMP
+doesn't make you secure — it makes you accountable."*
+

+## How the squad escalates
+
+1. **Section 508 VETO** (Linh) → blocks merge on any failing
+   checklist item. CEO cannot override. Owner involvement only if
+   A11y Engineer agrees the issue is disputable.
+2. **FOIA / Records VETO** (Yewande) → blocks merge on retention,
+   tombstoning, redaction, or requester-identity regressions.
+3. **Procurement Integrity VETO** (Rafael) → blocks merge on bid
+   confidentiality, debarment, COI, or award-rationale regressions.
+4. **Multi-domain features** (most of them) → Public Records
+   Engineer (Darius) coordinates; each relevant VETO holder signs
+   off independently.
+5. **Security-scoped changes** → Cybersecurity Engineer (Mireille)
+   advises; disagreements with other VETOes escalate to CEO.
