+
+`license-gate.cjs` enforces the Merlin license at session time. It runs the
+offline check (`.merlin-core/core/licensing/gate.js`) and blocks when the
+license is missing, expired, revoked, suspended, or bound to another machine.
+
+## Why it is not auto-enabled here
+
+Enabling a blocking hook in this dev repo would block the maintainer's own
+(unlicensed) sessions. Registration is therefore a deliberate **install-time**
+step on customer projects, not a default in the framework's own settings.
+

+Add to the project's `.claude/settings.json`. Use `UserPromptSubmit` for true
+blocking (exit 2 blocks the prompt); add `SessionStart` if you also want an
+early warning at session open.

+## Notes
+
+- Offline + fast: no network call (the dashboard/CLI handle heartbeats). It
+  reads the cached `~/.merlin/license.mlic`, verifies the Ed25519 signature,
+  expiry, and machine binding, and honors a cached revoked/suspended status.
+- Fail-open only when the licensing module is absent (older/community build) so
+  a missing file never bricks a session; fail-closed on an actual denial.
+- This is a proportionate, contract-backed gate — a determined user can edit
+  the readable source. The strong control is keeping the paid framework out of
+  the public package (the deferred "split" phase).
