+

+solver to handle convex QPs.
+
+## Code changes
+
+Prompted by [#2821](https://github.com/ERGO-Code/HiGHS/issues/2821),
+the treatment of Hessian matrix anomalies has been changed. Firstly,
+any duplicate entries in the Hessian are now summed.
+
+- When a square Hessian is read from the `QMATRIX` section of an MPS
+  file, or passed by a user, any asymmetry results in
+  `Highs::readModel` or `Highs::passHessian` returning
+  `HighsStatus::kError`. Previously HiGHS would use $$(Q+Q^T)/2$$ as
+  the Hessian.
+
+- A triangular Hessian, whether read from the `QUADOBJ` section of an
+  MPS file, or passed by a user, was previsouly assumed to be given by
+  only lower triangular entries, with any entries in the upper
+  triangle being ignored. Now, any entries in the upper triangle of
+  the Hessian are accepted, being added to any corresponding entries
+  in the lower triangle. If there are entries in the upper triangle,
+  their number is logged in a warning message, which also states the
+  number of any summations, and `Highs::readModel` or
+  `Highs::passHessian` will return `HighsStatus::kWarning`.
+
+Prompted by [#2849](https://github.com/ERGO-Code/HiGHS/issues/2849),
+console, file and callback logging are now independent, allowing any
+combination to be on/off.
+
+Following PR [#2854](https://github.com/ERGO-Code/HiGHS/pull/2854),
+HiPO is now capable of solving convex QP problems. Option
+solver="qpasm" selects the previous active-set QP solver, while
+solver="hipo" or solver="ipm" selects the HiPO solver.

+variable or constraint names when writing MPS or LP files no longer
+leads to an error return - generic names are created - and the EMS
+file facility has been removed.

+Following PR [#2918](https://github.com/ERGO-Code/HiGHS/pull/2918),
+logging during IIS calculation has been improved.

+## About HiGHS
+
+HiGHS is a high performance serial and parallel solver for large scale sparse
+linear optimization problems of the form
+
+$$ \min \quad \dfrac{1}{2}x^TQx + c^Tx \qquad \textrm{s.t.}~ \quad L \leq Ax \leq U; \quad l \leq x \leq u $$
+
+where $Q$ must be positive semi-definite and, if $Q$ is zero, there may be a requirement that some of the variables take integer values. Thus HiGHS can solve linear programming (LP) problems, convex quadratic programming (QP) problems, and mixed integer programming (MIP) problems. It is mainly written in C++, but also has some C. It has been developed and tested on various Linux, MacOS and Windows installations. No third-party dependencies are required.
+
+HiGHS has primal and dual revised simplex solvers, originally written by Qi Huangfu and further developed by Julian Hall. It also has an interior point solver for LP written by Lukas Schork, an active set solver for QP written by Michael Feldmeier, and a MIP solver written by Leona Gottwald. Other features have been added by Julian Hall and Ivet Galabova, who manages the software engineering of HiGHS and interfaces to C, C#, FORTRAN, Julia and Python.

+HiGHS uses CMake as build system, and requires at least version 3.15. To generate build files in a new subdirectory called 'build', run:
