+## Purpose
+
+This skill decides whether a population of controls is still operating as intended. It reports pass/fail per checklist item with the population and period tested, and opens a finding — never a silent fix — for any failure; it blocks silently remediating a high-risk production failure, reporting a single pass as continuing effectiveness, or accepting a verifier's reuse of the executor's own claim as independent verification.
