+# Step 4: Synchronize Permissions
+
+## YOUR TASK:
+
+Add permissions to both Permissions.cs (constants) and PermissionConfiguration.cs (database seeds).
+
+**CRITICAL: Both files MUST be in sync. Missing permissions = runtime 403 errors.**
+

+### 1. Update Permissions.cs
+
