+If the agent loop runs on a Restate worker but the skill files live on a separate runner (the `skills_read` / `skills_run_script` tools route file access through `ctx.execution`), pre-resolve the catalog on the worker and pass it via `SkillsConfig.catalog` instead of `scan` / `write`. The default disk discovery is bypassed — `parseSkillFile` is never called — so the worker never tries to `readFileSync` SKILL.md files that don't live on its disk.
