+## 1. Memory Subsystem (`history/memory/`)
+
+* **`MEMORY.md`**: Permanent, deduplicated Markdown index storing Semantic (facts/idioms) and Procedural (build/test recipes) rules.
+* **`.memory.idx`**: Binary index for rapid key-value lookup.
+* **Retention Policy**: Memory entries are permanent unless explicitly updated by `/session` or `tribunal-kit memory prune`. Redundant entries are auto-deduplicated.

+* **`index.json`**: Master index of historical review rejections and architectural verdicts.
