The model now self-allocates subagent tiers on its own judgment — quality-first with zero spec constraint. Rationale: the `Agent` tool already defaults to inheriting the parent (session) model when `model` is omitted, so quality-first is the harness default without any spec text. SHOULD-level rule — `spec/hard-rules.json` untouched, so no hook behavior changes and no enforcement surface moves.
