Root cause: the v4.82.0 `/ui-implement` delegation gate was positioned **inside** `implement.md` step 7's briefing, structurally **subordinate** to the `owner_agent` router (step 6b) — so a card whose `owner_agent` is `coder` (which `prd-card-writer` Rule B correctly assigns to a **mixed UI+logic** card, since `ui-expert` has UI-only scope) resolved `spawn=coder` and the delegation note never fired. `new2.js` was worse: it dispatched `owner_agent` with no delegation gate at all.
