+## Adjudication — no user-authorized session required
+
+TWIN-51's dev/01 evidence left a tracker comment asserting dev/02 "requires a user-authorized
+session." That premise is FALSE for the scenario actually being compared: a repo-scoped
+**public** pull-request list. `https://github.com/<owner>/<repo>/pulls` is a public page —
+reachable, and its accessibility tree capturable, with **no login at all**. This fixture is
+the proof: it was captured logged out. (Superseding tracker comment recorded on
+`.volter/tracker/markdown/TWIN-51.md`, dated 2026-07-09.)
