Platform CLI now owns one durable global Workspace binding with canonical identity, cross-process operation locking, cwd/`--workspace` install targeting, cross-directory instance commands, whole-instance uninstall/rebind, and deterministic npm/yarn/pnpm Workspace package-manager selection.
