+
+Start from supplied notes/transcripts, not assumed access to a meeting provider.
+Read attachments through assets/liteparse. Record source, meeting date,
+participants, transcript gaps and uncertain speaker attribution.
+
+1. Separate decisions, proposals, commitments, questions, risks and context.
+2. For each action capture outcome, owner, due date, dependency, acceptance and
+   source quote/timestamp/page. Missing owner or date is unresolved, never invented.
+3. Search existing Prismer tasks through the tasks skill before creating items.
+   Distinguish creates from updates and surface owner/date conflicts.
+4. Produce minutes and the action table. Follow the user's existing authorization:
+   extracting notes alone does not authorize sending messages; a request to
+   create tasks does not require another blanket approval.
+5. Perform authorized task writes through tasks, attach source provenance, and
+   read back IDs, owners, dates and states. After ambiguous timeouts, search
+   before retrying to avoid duplicates.
+6. Deliver any requested minutes file through cloud deliver using current run
