RFC 0211's detail comparison now has its own `it()` with its own setup, so each id records once. `scripts/check-req-only.mjs` already failed an `it()` citing two LITERAL ids, but it read helper-built ids (`R('x')`, `R11('x')`) as no id at all, which is how this one passed. It now counts each (helper, slug) as an id, fails against the 2.39.1 scenario, and finds no other case in 633 scenario files.
