- **Federated WebSocket attach: a peer that is out of scope, or that has no operator grant, is now closed exactly like a non-existent session (close code 4404) instead of being rejected with a raw HTTP response (which the client saw as 1006).** The refusal is completed as a WebSocket handshake first, so it no longer reveals whether the resource exists. Read-only and transit rejections are unchanged, and a non-upgrade request keeps the previous class refusal.
