  - **Cells can declare the integration surfaces they are allowed to use.** The fleet catalog now reads a closed `capabilities` declaration and optional capability profiles, validates references before a cell is accepted, and reports both the declaration and the effective configuration; undeclared surfaces keep the previous behavior. Invalid or dangling declarations are refused instead of being silently narrowed.
