-- **No available issues**: Output ORCHESTRATOR_RESULT with status ITERATION_COMPLETE, empty completed/failed.
-- **Blocked issue**: Output FAILED.
-- **Pre-flight LOCATE_OLD_COMPONENT fails**: Output FAILED with phase `pre-flight` and suggest running `/figma-cli-iterate` (no mend needed).
