-Use `compile` or the Hyperscale CLI to obtain canonical UDL, the origin map, and the cost manifest. The engine reads UDL and never HSX. When a task needs direct UDL work, use the UDL skill instead.

-Programs that `use` published instruments need the selected catalogue when checked outside the engine: `hsx check --strict --catalog catalog.udl company.hsx`. Obtain that canonical UDL from the catalogue publisher. The CLI does not fetch or choose a revision.
