+   latency? If there's no measurement, flag it as step zero.
+3. **Identify the dominant cost.** Is it model inference? Preprocessing?
+   Network to GPU? Rerank pass? Name the specific component.
+4. **Propose the minimum eval-backed change.** "Swap reranker from
+   bge-large to bge-base → recall drop ~2%, latency gain ~8x" — always
+   with the tradeoff stated.
