+## Abstract
+The Targeted DeFi Rewards is a temporary incentive program that distributes Algo to be deployed in targeted activities to attract new DeFi users from within and outside the ecosystem.
+The goal is to give DeFi projects more flexibility in how these rewards are structured and distributed among their user base, targeting rapid growth, deeper DEX liquidity, and incentives for users who come to Algorand in the middle of a governance period.
+
+## Specification
+The key words "**MUST**", "**MUST NOT**", "**REQUIRED**", "**SHALL**", "**SHALL NOT**", "**SHOULD**", "**SHOULD NOT**", "**RECOMMENDED**", "**MAY**", and "**OPTIONAL**" in this document are to be interpreted as described in <a href="https://www.ietf.org/rfc/rfc2119.txt" target=_blank>RFC-2119</a>.

+### Eligibility Criteria
+
+To be eligible to apply to this program, projects must abide by the <a href="https://www.algorand.foundation/disclaimers">Disclaimers</a> (in particular the “Excluded Jurisdictions” section) and be willing to enter into a binding contract in the form of the template provided by the Algorand Foundation.
+
+> The Algorand Foundation is temporarily allowing US-based entities to apply for this program. Approved projects will have their rewards swapped to USDCa on the day of the payment. This exception will be reviewed periodically.
+
+Projects must have at least 500K Algo equivalent in TVL of white-listed assets, at the time of the quarterly snapshot block, which happens on the 15th day of the last month of each calendar quarter. All related wallet addresses will be provided in advance for peer scrutiny.
+
+The DeFi Advisory Committee will review applications to verify each TVL claim, thus ensuring that claims are valid prior to application approval.
+
+For AMMs we will leverage the Eligible Liquidity Pool list that is currently adopted to allow the governors commitment of LP tokens in the DeFi Rewards program, with extension to the assets defined below.
+
+For Lending/Borrowing protocols, each project will provide a list of their assets and their holding wallet address(es).
+
+For Bridges, each project will provide a list of the bridged assets and their holding wallet address(es).
+
+### Assets Selection
+
+The metrics used to select eligible assets to be used for Eligibility TVL Calculation (as per Eligibility Criteria above) were chosen to ensure that the selected tokens have a strong reputation, are difficult to manipulate, and are valuable to the ecosystem. This reputation is built on a combination of factors, including Total Value Locked (TVL), Market Cap, and listings.
+
+>Assets are expected to meet at least two of the three criteria below to be included in the white-list.
+

+|TVL|The total value locked in different Algorand protocols plays a key role. It's a good indicator of the token's popularity. Minimum TVL requirement: $100K across all the protocols.|
+|Market Cap|Market cap is a measure of a crypto token’s total circulating supply multiplied by its current market price. This parameter can be used to consider the positioning of the tokens on the entire crypto market. Minimum Market Cap requirement: USD 1MM.|
+|Listing|Tokens listed on multiple stable and respected exchanges are often seen as more established and trustworthy. This can also contribute to increased demand for the token and further the growth of its reputation within the ecosystem.|

+> Applications for the above list can be submitted at any time <a href="https://forms.gle/kpEpZ8sih69M5xa39">using this form</a>. Cut off for the applications review is the 7th day of the last month of each calendar quarter, or one week before the quarterly snapshot date.

+### Rewards Distribution
+
+Projects will receive 11250 Algo for each 500K Algo TVL as defined above, rounded down. In the event that the available Algo are not sufficient for all the projects, Algo rewards will be distributed to each protocol based on their weighted contribution of TVL to Algorand DeFi.
+
+Rewards per project are capped at 25% of the total rewards distributed under this program for that period.  In the event of partial distribution of the allocated 7.5MM, the remaining funds will be distributed as regular DeFi governance rewards. For Governance Period 8, the AMM TVL count has doubled, when compared to lending/borrow and bridge projects, in recognition of their strategic role in providing liquidity for the ecosystem. This modification was approved by the DeFi Committee.
+
+Rewards under this program will be distributed to projects within 4 weeks of the scheduled start date of the new governance period and the project(s). The usage of these rewards will be made public, and they will be entirely dedicated to protocol provision, user rewards, and user engagement. The use of rewards and methodology for payment must be made public and approved by the Algorand DeFi advisory committee prior to distribution.

+### Pilot program qualification for NFT marketplaces
+
+To be eligible to apply to this program, projects must abide by the <a href="https://www.algorand.foundation/disclaimers">Disclaimers</a> (in particular the “Excluded Jurisdictions” section) and be willing to enter into a binding contract in the form of the template provided by the Algorand Foundation.
+
+NFT marketplaces applying for this program:
+- Must be an NFT marketplace on Algorand that coordinates the selling of NFTs. An NFT marketplace is defined as an online platform that facilitates third-party non-fungible token listings and transactions in ALGO on the Algorand blockchain.
+- Must have transaction volume (over the previous 6 months leading up to the application for the program) that is equivalent to at least 10% of total rewards being distributed. For example, if the total rewards amount is 500K ALGO, then the minimum volume must be 50K ALGO.P
+
+#### Important Note
+
+*NFT Rewards Program for US entities:*
+
+>For 2024 | Q2 we will be allowing US-based entities that fit the Program Criteria to apply for the NFT Rewards program.
+Their allocated ALGO will be converted to USDCa post prior to the payment transfer. This change will be reviewed on a periodic basis.
+
+### Allocation of rewards
+- Rewards will be allocated proportionally based on volume for each qualified NFT marketplace.
+- For qualifying marketplaces with more than 50% of total NFT marketplace volume, rewards will be capped at 35%.
+
+### Requirements for initiatives
+1. The rewards (ALGO) must ultimately go to NFT collectors/end users and creators.
+2. NFT marketplaces must share their campaign plans publicly in advance in order to qualify for the rewards.
+3. The rewards (ALGO) should be held in a separate wallet from operating funds to track on-chain transactions of how funds are being spent.
+4. The NFT marketplace must make public data that shows its trading volume in the last quarter.
+5. Proposals that incentivize wash trading* will not be approved to participate in the Program.
+6. NFT marketplaces must reward creators whose NFTs are purchased with a 5% minimum royalty.
+
+>* By definition, the term “wash trading” means a form of market manipulation where the same user simultaneously buys and sells the same asset with the intention of giving false or misleading signals about its demand or price
+
+
+### Process for launching initiative
+
+- To apply, a qualifying NFT marketplace must provide detailed information on the specifics of initiatives they are planning in that period, as well as any documentation proving the location of its headquarters.
+- If approved by the Algorand Foundation team, rewards will be distributed proportionally based on the allocation defined above.
+- The qualifying NFT marketplaces must provide a detailed 1-page report following the initiative to Algorand Foundation and on the Forum:
+1. Summary of the initiatives implemented;
+1. Amount of rewards paid out (including any unspent rewards, which must be returned), and wallet addresses;
+1. Total volume of transactions directly as a result of the campaign;
+1. New wallets interacting with the marketplace;
+1. Total volume of transactions compared to the previous quarter;
+1. Any other relevant information.
+
+### Evaluation
+From GP10 (Q1/2024) proposals will be added to the governance portal and approved or rejected directly by the community. A proposal passes when it reaches a majority of "Yes" votes. The proposals and results are available at <a href="https://governance.algorand.foundation">governance.algorand.foundation</a>.
+
+NFT marketplaces that do not fulfill their campaign plan cannot apply for further incentives.
+
+NFT team will review overall results and discuss whether this program is having the desired impact and, together with the community, will help evaluate whether it should be extended and expanded to the next period.
+
+### Important to note
+- Marketplaces that fit the above criteria will be required to sign a legal contract with the Algorand Foundation.
+- Rewards are only paid out in ALGO or USDCa for US-based entities..
+- Legal entities based in other jurisdictions where receiving ALGO is not allowed are not able to partake in this program.
+- Participants and the Algorand Foundation will all agree on the source of data and metrics to be used for calculating the allocation and measuring the results.

+## Abstract
+This ARC provides TEAL which would deploy a application that can be used for burning Algorand Standard Assets. The goal is to have the apps deployed on the public networks using this TEAL to provide a standardized burn address and app ID.
+
+## Motivation
+Currently there is no official way to burn ASAs. While one can currently deploy their own app or rekey an account holding the asset to some other address, having a standardized address for burned assets enables explorers and dapps to easily calculate and display burnt supply for any ASA burned here.
+
+### Definitions Related to Token Supply & Burning
+
+It is important to note that assets with clawback enabled are effectively impossible to "burn" and could at any point be clawed back from any account or contract.  The definitions below attempt to clarify some terminology around tokens and what can be considered burned.
+

+## Rationale
+This simple application is only able to opt in to ASAs but not send them. As such, once an ASA has been sent to the app address it is effectively burnt.
+
+If the burned ASA does not have clawback enabled, it will remain permanently in this account and can be considered out of circulation.
+
+The app will accept ASAs which have clawback enabled, but any such assets can never be considered permanently burned.  Users may use the burning app as a convenient receptable to remove ASAs from their account rather than returning them to the creator account.
+
+The app will, of course, only be able to opt into a new ASA if it has sufficient Algo balance to cover the increase minimum balance requirement (MBR).  Callers should fund the contract account as needed to cover the opt-in requests.  It is possible for the contract to be funded by donated Algo so that subsequent callers need not pay the MBR requirement to request new ASA opt-ins.

+## Security Considerations
+It should be noted that once an asset is sent to the contract there will be no way to recover the asset unless it has clawback enabled.
+
+Due to the simplicity of a TEAL, an audit is not needed. The contract has no code paths which can send tokens, thus there is no concern of an exploit that undoes burning of ASAs without clawback.
