Organization forwarding needs org-owner access. The relay authenticates with the GitHub CLI&#39;s stored login. A <code>GITHUB_TOKEN</code> or <code>GH_TOKEN</code> environment override can make delivery requests return <code>401</code>, even when hook creation succeeds.
