Amend only when the commit being amended is unpushed AND is the one just created — plus, **in a multi-batch same-branch program only**, one further condition: you discovered this drift independently. A sync fix requested by, or made to disposition, a review/challenge finding carries findings provenance whatever its shape, and inside such a program those take a NEW commit per `extraction-quickstart.md` 3g; outside such a program 3g does not govern, so a finding-derived sync there may amend on exactly the unpushed-and-just-created terms above.
