+# npm Publish Workflow Design
+
+## Context
+
+BitSeek Claw already has a GitHub Actions workflow for test release tarballs, but it does not publish the package to npm. The repository now needs a dedicated workflow that can publish the current `package.json` version to npm without modifying version numbers inside CI.
+
+## Decisions
+
+- Add a single workflow at `.github/workflows/publish.yml`.
+- Support both `workflow_dispatch` and `push` on version tags matching `v*`.
+- Publish only the version already present in `package.json`.
+- On manual runs, require an explicit npm dist-tag input: `beta` or `latest`.
+- On tag-triggered runs, infer the dist-tag from the version string:
+  - prerelease version with a hyphen publishes to `beta`
+  - plain release version publishes to `latest`
+- Read npm auth from the GitHub secret `NPM_PUBLISH_TOKEN`.
+
+## Guardrails
+
+- Fail if `package.json.name` is not `@bitseek/claw`.
+- Fail if a tag-triggered run uses a Git tag that does not equal `v<package.json.version>`.
+- Build and validate the package before publishing:
+  - `pnpm build`
+  - `pnpm ui:build`
+  - `pnpm release:check`
+  - `npm pack --ignore-scripts`
+- Fail early if the exact npm version already exists.
+
