- ab7ea6f: Organisation roles used per site: Members -> Site access also offers the organisation's service roles (no site); every row it writes is stamped `createdBy`, which `siteInvitedPins` reads as "placed at this site", so such a row reaches that site only. Assign Role stamps the same when it gives an organisation role to a site-pinned membership. `GET /roles?scope=organisation` lists only roles with no site (and never self-heals).
