+
+Brief is a declarative, contract-enforced logic language for verifiable state machines.
+Programs are a set of *transactions* whose preconditions and postconditions the compiler

+## Governance rules for Brief projects
+
+- Every transaction MUST declare at least a precondition or postcondition — H13.
+- `.sbv` (strict mode) is required for all production code paths.
+- Compiler output (`target/`) is a **derived artifact** — never hand-edit generated Rust/C.
