+`sg-eli-mcp` is an MCP server for Singapore Statutes Online (SSO, `sso.agc.gov.sg`). It
+browses, fetches, and cites Singapore Acts as parsed HTML. Subsidiary legislation and case
+law are out of scope for this MVP.
+
+The 4 principles below are inherited from the `eu-legal-mcp` line Constitution (Article IV),
+adapted for a jurisdiction without ELI and without a public search API.
+

+
+## Art. 1. Public data only
+
+SSO is the official, public source of Singapore legislation, published by the
+Attorney-General's Chambers. The server is read-only against SSO and sends nothing beyond the
+requested act code, page index, or section number. It never calls `/search`, which SSO's
+`robots.txt` disallows.
+
+## Art. 2. Mandatory audit log
+
+Every tool call MUST append one JSON line to `~/.matematic/audit/sg-eli-mcp.jsonl`
+(ts / tool / input_hash SHA-256 / output_count_or_size / duration_ms / status). Inability to
+write = the tool returns an error, it does not silently skip.
+
+## Art. 3. Vendor neutrality
+
+No tool hardcodes an LLM provider, assumes a model, or adds commercial telemetry. The server
+talks only to `sso.agc.gov.sg` and the local filesystem. Authentication: none; own backoff +
+cache.
+
+## Art. 4. A durable identifier and a human-readable citation are mandatory
+
+Every response MUST carry three fields:
+- `eli_uri`: Singapore has no ELI. This is the durable SSO act URL
+  (`https://sso.agc.gov.sg/Act/{act_code}`), keyed on SSO's own short act code - never
+  invented. `eli_note` on every response says so explicitly.
+- `human_readable_citation`: the Act title as SSO itself renders it (e.g. "Companies Act 1967").
+- `source_url`: the same SSO act URL (SSO has no separate machine-readable endpoint).

+## Open points
+
+1. **No keyword search** - `robots.txt` disallows `/search`. Discovery is limited to browsing
+   the paginated current-Acts listing; a future revision could add a title-substring filter
+   over that listing without ever calling the disallowed endpoint.
+2. **Subsidiary legislation, Bills, and case law** - not covered. SSO also serves subsidiary
+   legislation and the Supreme Court publishes judgments separately; both are out of scope.
+3. **Provision numbering edge cases** - sections with lettered sub-parts (e.g. 7A) are
+   addressed via SSO's own `id="pr{N}-"` fragment identifiers; not all edge cases have been
+   probed against the live site.

+Date: 2026-07-06. **Status: CLOSED** for a browse+fetch+cite MVP (confirmed by live probing).
+
+## User-Agent: a known, documented deviation from this fleet's norm
+
+A plain probe with no `User-Agent` header returned HTTP 403. A probe with a standard browser
+`User-Agent` returned HTTP 200 with a full HTML page. During the build, the live smoke tests
+then failed with 403 using this fleet's usual honest, descriptive bot User-Agent
+(`sg-eli-mcp/0.1.0 (+github url)`, the same pattern every other connector in this line uses) -
+SSO's WAF accepts a generic browser string but rejects a self-identifying one.
+
+This was raised to WM as an explicit decision rather than silently worked around. Decision:
+use a generic browser User-Agent. Reasoning: the request is otherwise fully robots.txt-compliant
+(no `/search` calls, public data only, no authentication bypassed), so this is a WAF rejecting
+bot signatures in general rather than a targeted anti-scraping measure against this connector
+specifically. `client.py` documents this deviation in its module docstring rather than hiding it.

+- No ELI, no AKN, no native JSON - the source is real, deeply-nested HTML with occasional
+  malformed nesting, parsed with a purpose-built tolerant tree builder
+  (`html_tree.py`) rather than `xml.etree.ElementTree` or a JSON tree walker.
+- No search API at all, and the one that exists (`/search`) is off-limits by `robots.txt` -
+  the first connector in this fleet built without any keyword-search tool.
+- A `User-Agent` header is required; a bare request without one returns 403.
+
+## Decision: BUILD
+
+Keyless, robots-compliant once a browser-like User-Agent is used, and structurally clean:
+a reasonable MVP. Market-size comparisons against other jurisdictions in this fleet were not
+verified in this session and are left out rather than asserted unsourced.

+An MCP server for **Singapore Statutes Online** (SSO, `sso.agc.gov.sg`), the Attorney-General's
+Chambers' official portal for Singapore legislation. It browses, fetches, and cites Acts, with
+a verifiable citation on every response.
+
+Part of the MateMatic `eu-legal-mcp` production line, extended into Asia alongside `jp-eli-mcp`.
+Same citation contract (a stable identifier + a human-readable citation + a source URL),
+adapted for a jurisdiction with no ELI and no public search API.
+
+> **Scope.** SSO's `robots.txt` disallows `/search`; discovery here is by browsing the current
+> Acts listing (`sg_list_acts`, paginated), not by title or keyword query. Fetch a specific
+> section (`sg_get_provision`) or the full text (`sg_get_full_text`, truncated for very large
+> Acts). Every response carries a `dataset_note`.

+## The tools
+

+(the Act title as SSO itself renders it, e.g. `Companies Act 1967`), and `source_url`.
