+`lu-eli-mcp` is an MCP server for Luxembourg legislation via Legilux open data
+(`data.legilux.public.lu`). It fetches act metadata (jolux RDF) and full text (Akoma Ntoso XML)
+with verifiable, ELI-native citations.

+The 4 principles below are inherited from the `eu-legal-mcp` line Constitution (Article IV).

+## Art. 1. Public data only
+
+Legilux is the official, public, keyless source of Luxembourg legislation, published as open data.
+The server is read-only against Legilux and sends nothing beyond the requested ELI.
+
+## Art. 2. Mandatory audit log
+
+Every tool call MUST append one JSON line to `~/.matematic/audit/lu-eli-mcp.jsonl`
+(ts / tool / input_hash SHA-256 / output_count_or_size / duration_ms / status). Inability to write =
+the tool returns an error, it does not silently skip.
+
+## Art. 3. Vendor neutrality
+
+No tool hardcodes an LLM provider, assumes a model, or adds commercial telemetry. The server talks
+only to `data.legilux.public.lu` and the local filesystem. Authentication: none; own backoff + cache.
+
+## Art. 4. ELI citations and a human-readable citation are mandatory
+
+Every response MUST carry three fields:
+- `eli_uri`: the **native** Legilux ELI Work URI (e.g.
+  `https://data.legilux.public.lu/eli/etat/leg/loi/2018/08/01/a686/jo`). Legilux is ELI-native, so
+  this is parsed from the dereferenced resource, never fabricated.
+- `human_readable_citation`: the `jolux:title` (Luxembourg convention, e.g. "Loi du 1er août 2018
+  ...").
+- `source_url`: the human-facing legilux.public.lu page for the ELI.
+

+## Open points
+
+1. **No HTTP search** - Legilux exposes no SPARQL/search endpoint over HTTP (the public SPARQL UI
+   is a SPA). Discovery is by ELI coordinates and by the cites/modifies/repeals citation graph.
+   A future feature could add a list/browse path if one becomes available.
+2. **Multilingual** - acts may exist in French and German; `lu_get_text` takes a `language`.
+3. **Binary formats** - PDF/DOCX manifestations exist but are not served as text; the connector
+   focuses on Akoma Ntoso XML (and HTML).
+

+
+Changes to art. 1-4 follow SEMVER + an entry in `CHANGELOG.md` + a `pyproject.toml` bump.

+Date: 2026-06-24. Decision: **BUILD** (clean keyless ELI-native source, reachable this session).
+
+## Context
+
+In the prior eu-legal-mcp sweeps, Luxembourg was logged as "unreachable from this network
+(timeout)". A fresh recon of the unexplored EU-27 (BE/BG/HR/GR/HU/LT/LV/RO/SI + LU) found those
+others are HTML/SPA/blocked, but **Legilux is now reachable and machine-readable** via RDF content
+negotiation.
+
+## Source (probed live, not trusted from docs)
+
+- **Host:** `https://data.legilux.public.lu`. Keyless.
+- **ELI-native dereference:** `GET https://data.legilux.public.lu/{eli-path}` with
+  `Accept: application/rdf+xml` returns jolux RDF/XML for the resource. (The `legilux.public.lu`
+  front and the `data.legilux/sparql` console are SPA shells; `Accept: application/ld+json` gives
+  415, but `application/rdf+xml` works.)
+- **No HTTP SPARQL:** `POST /sparql` returns 405, `GET /sparql?query=` returns the SPA. So there is
+  no free-text search - the connector is by-coordinate, like ie-eli-mcp.
+- **Full text:** each act has manifestations (`/{lang}/xml|html|pdfa|docx`). The manifestation node
+  in the RDF carries `jolux:isExemplifiedBy` pointing at the actual file in the filestore
+  (`https://data.legilux.public.lu/filestore/.../eli-...-fr-xml.xml`). The `xml` manifestation is
+  **Akoma Ntoso 3.0** (84 KB for the test act). The `/{lang}/xml` resource URL itself returns 500;
+  the filestore URL from the RDF returns 200 - so we follow the RDF link rather than construct it.
+
+## jolux RDF shape (FRBR)
+
+- **Work** node (the ELI URI, ends `/jo`): `typeDocument` (LOI/...), `dateDocument`,
+  `publicationDate`, `dateEntryInForce`, `inForceStatus`, `isRealizedBy` (expressions),
+  `isMemberOf`, `isPartOf`, plus a citation graph: `cites` / `modifies` / `repeals` / `draft`.
+- **Expression** node (`/jo/fr`): `jolux:title`, `jolux:titleShort`, language.
+- **Manifestation** node (`/jo/fr/xml`): `jolux:format` + `jolux:isExemplifiedBy` (file URL).

+via stdlib ElementTree + ELI normalization), `models.py`, `server.py` (2 tools: `lu_get_act`,
+`lu_get_text`; `ToolError` {invalid_arg / not_found / upstream_error}). Tests: offline drift +
+offline fixture parse + live smoke. The factory holds: infrastructure reused, only the source
+adapter is new.

+There is **no free-text search**: Legilux exposes no HTTP search endpoint. Discover acts by ELI
+coordinates (from legilux.public.lu) or by following the `cites` / `modifies` / `repeals` ELIs that
+`lu_get_act` returns. Luxembourg is multilingual, so titles and text may be French or German; the
+`languages` field shows what exists for a given act.
+
+## Configuration
+
+Legilux is keyless. Configuration is optional:
+
