+`au-eli-mcp` is an MCP server for Australia's Federal Register of Legislation
+(`legislation.gov.au`). It searches, fetches, and cites Commonwealth Acts as parsed
+server-rendered HTML. Regulations, other instrument types, and case law are out of scope for
+this MVP.
+
+The 4 principles below are inherited from the `eu-legal-mcp` line Constitution (Article IV),
+adapted for a jurisdiction without ELI.
+

+## Art. 1. Public data only
+
+The Federal Register of Legislation is the official, public source of Commonwealth
+legislation, published by the Australian government. The server is read-only against
+legislation.gov.au and sends nothing beyond the requested title or FRLI identifier.
+
+## Art. 2. Mandatory audit log
+
+Every tool call MUST append one JSON line to `~/.matematic/audit/au-eli-mcp.jsonl`
+(ts / tool / input_hash SHA-256 / output_count_or_size / duration_ms / status). Inability to
+write = the tool returns an error, it does not silently skip.
+
+## Art. 3. Vendor neutrality
+
+No tool hardcodes an LLM provider, assumes a model, or adds commercial telemetry. The server
+talks only to `legislation.gov.au` and the local filesystem. Authentication: none; own backoff
++ cache.
+
+## Art. 4. A durable identifier and a human-readable citation are mandatory
+
+Every response MUST carry three fields:
+- `eli_uri`: Australia has no ELI. This is the durable legislation.gov.au document URL
+  (`https://www.legislation.gov.au/{frli_id}/latest`), keyed on the Federal Register of
+  Legislation's own persistent identifier (FRLI ID) - never invented. `eli_note` on every
+  response says so explicitly.
+- `human_readable_citation`: the Act title, taken verbatim from the source (search result link
+  text or page `<title>`).
+- `source_url`: the same legislation.gov.au document URL.
+

+## Open points
+
+1. **Acts only** - regulations and other Federal Register instrument types (legislative
+   instruments, notifiable instruments) are not covered by this MVP.
+2. **Current text only** - `au_get_text` always fetches the `latest` (current consolidated)
+   version; historical (`asmade`, point-in-time) versions are not yet exposed as a parameter.
+3. **Crawl-delay** - `robots.txt` requests a 10-second crawl delay. This connector relies on
+   aggressive caching rather than an enforced in-process sleep between requests, consistent
+   with `sg-eli-mcp`'s handling of its own robots.txt constraints; a future revision could add
+   an explicit rate limiter if usage patterns warrant it.

+# Discovery: Federal Register of Legislation (legislation.gov.au) - Australia
+
+Date: 2026-07-06. **Status: CLOSED** for a search+fetch+cite MVP (confirmed by live probing).
+
+## Context: New Zealand was probed alongside Australia and ruled out
+
+`legislation.govt.nz` returned **HTTP 202 with an empty body** on both `/robots.txt` and the
+homepage, from a plain `httpx`/browser-UA request - a bot-challenge pattern (the server accepts
+the request but returns nothing, typical of a WAF/challenge service that needs real browser JS
+execution to pass). This is the same fragility class as Thailand's WAF-blocked SPA in this
+session: not fixable with a header change, needs either browser automation or a human decision
+to invest in that. New Zealand was not pursued further in this session.
+
+## Base properties (CONFIRMED live 2026-07-06)
+
+- **Base URL:** `https://www.legislation.gov.au`
+- **Authentication:** none (public portal).
+- **Format:** Angular application with **server-side rendering** - unlike a typical SPA, the
+  initial HTML response already contains the real search results and legislative text, not
+  just an app shell (confirmed: an `ng-version` marker is present alongside genuine body text
+  matching the requested document).
+- **`robots.txt`**: permissive - only `/assets/` is disallowed, with a 10-second
+  `Crawl-delay` and a `Sitemap` directive (the sitemap itself is a small placeholder covering
+  only static top-level pages, not a full act catalog - not used for discovery here).
+- **Identifier:** Australia has no ELI. Documents carry a **FRLI ID** (Federal Register of
+  Legislation Identifier, e.g. `C2004A00042`) - a genuine, government-assigned persistent
+  identifier, a stronger foundation for `eli_uri` than an ad-hoc viewer URL alone.
+

+Act and whose `#textTab` container held genuine section text (confirmed: the phrase "land
+rights" appeared 5 times in a land-rights amendment Act, not template boilerplate).
+
+## What was NOT found
+
+- **No genuine `/api/*` REST endpoint.** A guessed `/api/search` path returned the Angular app
+  shell (HTML, not JSON) - it is a client-side route matched by the Angular router, not a
+  backend API, despite the URL's name.
+- **No full-catalog sitemap.** `sitemap.xml` is a short, manually-curated placeholder, not a
+  crawlable index of every Act.
+
+## Fields used (for the citation contract)
+
+- FRLI ID (from a search result `href`) -> the durable identifier ->
+  `eli_uri = https://www.legislation.gov.au/{frli_id}/latest`.
+- The Act title (search result link text, or the page `<title>` minus the
+  " - Federal Register of Legislation" suffix) -> `human_readable_citation`.
+- Same legislation.gov.au URL -> `source_url`.
+- The `#textTab` container on a document page -> `au_get_text` (parsed with the same tolerant
+  HTML tree builder as `sg-eli-mcp`, `html_tree.py` - stdlib only, no lxml/bs4 dependency).

+An MCP server for Australia's **Federal Register of Legislation** (`legislation.gov.au`), the
+official source of Commonwealth legislation. It searches, fetches, and cites Acts, with a
+verifiable citation on every response.
+
+Part of the MateMatic `eu-legal-mcp` production line, extended into Asia-Pacific alongside
+`jp-eli-mcp`, `sg-eli-mcp` and `my-eli-mcp`. Same citation contract (a stable identifier + a
+human-readable citation + a source URL), adapted for a jurisdiction with no ELI.
+
+> **Scope.** This MVP covers Acts only (`collection(act)`); regulations and other legislative
+> instrument types are not yet covered. Discovery is by title (`au_search_acts`); fetch the
+> current consolidated text with `au_get_text` (truncated for very large Acts). Every response
+> carries a `dataset_note`.

+> **Licence.** Federal Register of Legislation content is official public information
+> published by the Australian government. This connector relays it with attribution and a

+## The tools
+

+Every response carries the contract: `eli_uri` (Australia has no ELI - this is the durable
+legislation.gov.au URL keyed on the document's own FRLI identifier, e.g.
+`https://www.legislation.gov.au/C2004A00042/latest`, see `eli_note`), `human_readable_citation`
+(the Act title), and `source_url`.

+## Install

+## Governance
+
+- **Public data only** - read-only against legislation.gov.au; no client data leaves the machine.
+- **Robots-compliant** - `robots.txt` allows crawling (only `/assets/` is disallowed); this
+  connector caches aggressively rather than hitting the site repeatedly.
