+
+Make one thing clearly better.
+
+This package receives already-authorized finite observations and returns
+deterministic graphs and evidence. If a proposal needs authorization,
+acquisition, credentials, storage, jurisdiction ownership, database schemas,
+product workflows, or I/O, it belongs in the integrating application.
+
+## Before a pull request
+
+- Read `README.md`, `AGENTS.md`, and the owning module and tests.
+- Explain why the change should exist and why composition is insufficient.
+- Keep prerequisite refactors separate from behavior changes.
+- Remove unrelated formatting, generated churn, and compatibility paths.
+- Disclose material AI assistance and review every resulting line and claim.
+
+Open a pull request only when the change is coherent and ready to merge.
+
+## What belongs
+
+- A smaller or clearer expression of an existing semantic law.
+- A regression fix with an executable law.
+- A necessary typed value or explicit failure with one obvious owner.
+- A public behavior whose time, bounds, identity, and ordering are explicit.
+
+Runtime dependencies remain empty. Do not add an Engine, store, retriever,
+provider registry, jurisdiction adapter, compatibility facade, or second

+## Reporting
+
+Report vulnerabilities through this repository's private security-advisory
+form. Do not open a public issue for an undisclosed vulnerability.
+
+Include the affected version, impact, reproduction steps, and any suggested
+fix. We will acknowledge a report after triage and coordinate disclosure when
+a fix is available.
+
+## Scope
+
+`agos-property` is a pure semantic kernel. It performs no I/O and grants no
+authority. Integrators must authorize and bound source acquisition, protect
+credentials, and recheck authority before every effect. Rights and visibility
+values preserve provenance but never authorize access.
+
+Only the latest published `0.x` release receives security fixes before 1.0.
